Green introduces budget reform ordinances

COUNCILMAN GREEN INTRODUCES LEGISLATION TO REFORM CITY’S BUDGET PROCESS

Reforms Include Program-Based Budgeting, Cost-Benefit Analysis for Capital Program Projects, and Technology Strategic Plan

PHILADELPHIA, PA – City Councilman-At-Large Bill Green introduced a package of legislation today designed to increase the useful, relevant information available for consideration by legislators and citizens during the annual budget hearing process.

The package consists of bills requiring: (1) the submission of program-based budgeting information for all functions supported by City funding, which details the true cost of performing the function and how the City measures the function’s effectiveness; (2) the submission of cost-benefit analysis for all proposed capital projects; (3) the development and submission of an annual information technology strategic plan outlining how the City will use technology investments to achieve specific performance goals; and (4) that, whenever feasible, an electronic option be available for processing all City-related interactions or transactions.
